In response to a question about the affordability of these FHEIs for Indian students, the government said it may provide full or partial merit-based or need-based scholarships and tuition fee concessions to students who are Indian citizens. Safeguards against misuse of charitable resources, non-compliance with internal and external standards for charitable work are also included in these regulations. These rules prescribe compliance with the provisions of the Foreign Contribution (Regulation) Act, 2010 for FHEIs to receive or utilize contributions from any foreign source.

He added that the government has also allowed world-class foreign universities and institutes to take free courses from domestic universities in financial management, fintech, science, technology, engineering and mathematics at Gujarat International Finance Tech City (Gift City). present He said that Australia’s Deakin University and Wollongong University have received in-principle approval from IFSCA to set up their campuses in Gift City.
